The Chairman welcomed General Cutler, General Hull,
Mr. Lay and members of their staff and expressed the appreciation
of the intelligence community for their support in the past and for
the opportunity to discuss with them the Presidential directive that
the responsibilities now discharged by IAC and USCIB be vested in
a single board.
General Hull noted the aims of the President's Board on
Foreign Intelligence Activities in making this recommendation,
including the desire to improve organization, increase coordination
and enhance the prestige of the intelligence community within the
government. He stated that it was desired to establish a single
board which would manage, supervise and review intelligence activities,
without assuming direct operating responsibilities. He also indicated
his views with respect to the composition of a new board and its rela-
tionship to the NSC, noting that it was not intended to place a new
super-board above the present IAC and USCIB but rather to modify
and unify the structure of the present boards.
General Cutler outlined the President's attitude regarding
the proposed merger of IAC and USCIB. In particular he noted the
President's personal interest in a further integration and coordination
of the activities of the intelligence community and the importance he
attached to the ready availability of an integrated end-product in a
time of crisis. General Cutler also commented on the President's
view with respect to expediting the merger of the present boards.

The members then exchanged views with Generals Cutler
and Hull on various questions related to the nature and function of
the new board, touching on matters such as compartmentation and
other security considerations, authority of the board to make certain
international arrangements, practical problems involved in amalga-
mating boards with dissimilar functions, and the nature of the policy
and supervisory responsibilities of the new group. The members also
discussed questions regarding procedures and lines of authority for
the new board, particularly in the light of applicable statutes and
technical differences now existing between IAC and USCIB with
respect to the position of the chairman and the procedures under which
these two boards operate. Both General Hull and General Cutler ex-
pressed the opinion that the new board should review national intelli-
gence estimates and General Cutler emphasized the importance of
preserving the integrity, worth and utility of these estimates.
Following the discussion with Generals Cutler and Hull, the
Chairman suggested that the members of IAC and USCIB develop a
new NSCID prior to the deadline set by the President's directive.
It was agreed that General Truscott should prepare a draft NSCID
to be used as a basis for further discussion at an early meeting.

After the Chairman raised a question with respect to
Venezuela Admiral Frost reported information pertinent to that situa-
tion. Mr. Kent noted that an estimate on Venezuela was presently
scheduled for production in the third quarter of 1958.
The members exchanged views on recent Soviet developments,
particularly with respect to Soviet-Yugoslav relations, and the Chairman
noted that he might brief the NSC on this matter.
