Watch Committee Memorandum - Subject: Watch Committee
Cognizance of the North African Situation
The attached memorandum from the Acting Chairman, Watch
Committee, will be placed on the agenda of the IAC meeting now
scheduled for 1 July, for discussion and appropriate action with
respect to the recommendation of the Watch Committee.

MEMORANDUM FOR THE CHAIRMAN OF THE INTELLIGENCE
ADVISORY COMMITTEE
SUBJECT: Watch Committee Cognizance of the North
African Situation
1. Recent agreements between the government of France and
the governments of Tunisia and of Morocco for the removal of some
French troops from those countries indicate that the governments
concerned with the North African situation have resumed more normal
diplomatic relations, thereby greatly lessening the possibility of an
internationalization of the French-Algerian conflict. Throughout the
period that the Watch Committee has been assigned special cognizance
of the situation, there has been no evidence of Soviet Bloc exploitation
of the affair.
2. In view of the above, the Watch Committee recommends
that the IAC requirement for weekly Watch Committee conclusions
concerning the North African situation be terminated.
3. It is understood that if at any time events indicate the
likelihood of Soviet Bloc exploitation in North Africa, the Watch
Committee will again consider the situation.
