The Outlook for Egyptian Stability and Foreign Policy,
dated 15 November 1955
1. On 15 November 1955, the IAC noted the attached findings
and approved the action set forth in section II.
2. The IAC agencies are therefore requested to take appro-
priate steps to comply.

The Outlook for Egyptian Stability and Foreign Policy,
dated 15 November 1955
I. Findings
The following intelligence deficiencies and problems were noted
in preparation of NIE 36. 1-55, "Outlook for Egyptian Stability and
Foreign Policy":
a.
We were handicapped by a lack of reliable information
on the quantities, qualities and schedules of arms to
be delivered to Egypt from the Soviet Bloc. In addition,
firm information on the nature, duration, and financing
of the arms agreement between Egypt and the Bloc, on
the number of Bloc technicians to be admitted to Egypt,
the length of their proposed stay, and other details ' .
about the plans for training the Egyptians in the use of
the arms would have strengthened the estimate.
b. More extensive data on the economic aspects of the
Egyptian situation, particularly as they affect the high
Aswan Dam project, would have improved the estimate.
II. Action
The individual IAC members shall take such action within
their own spheres of responsibility as they deem appropriate for
dealing with these problems.
