t"o Approved For Release 2 40080300050079-3 IAC-D-71 25X1 3 September 1953 INTELLIGENCE ADVISORY COMMITTEE PROPOSED DIRECTOR OF CENTRAL INTELLIGENCE DIRECTIVE NO. 7/1 Domestic Exploitation of Non- Governmental Individuals Approaching Intelligence Agencies ( 53: Secret) 1. Interagency Operating Procedure No. 3, entitled ''Non-governmental Visitors Interested in Intelligence Matters, " was issued. 15 August 1950 primarily for the purpose of preventing non-governmental visitors from becoming knowledgeable of the personnel, organization, functions and methods of the intelligence community. IOP No. 3, which established focal offices within the participating agencies for handling non-governmental visitors offering intelligence information or support, was essentially a security measure, rather than an instrument for insuring exploitation of non-govern- mental visitors, This IOP has since become inoperative. 2. At present, no effective IAC arrangement exists in the intelligence community for insuring that all private visitors offering intelligence inform- ation, are handled in a manner which permits maximum exploitation for the benefit of the intelligence community. 3. The attached draft DCID No. 7/1 should remedy this situation by the establishment of procedures for insuring that all non-governmental individuals offering foreign intelligence information, regardless of whether in person or by other means of communication, are referred to CIA for exploitation in accordance with NSCID No. 7. 4. This draft has been concurred in by the NSCID No. 7 Committee, which includes representatives of the intelligence components of Army, Navy, Air, State, AEC and FBI. 5.
