Establishment of Ad Hoc Guided Missile Intelligence
Survey Committee
1. Pursuant to the action of the Intelligence Advisory Committee
on 19 July 1955 (IAC-M-204, item 3), an ad hoc Guided Missile
Intelligence Survey Committee is hereby established under the IAC
for the purpose of surveying and evaluating the status of the
nation's guided missile intelligence effort on the Sino.Soviet Bloc,
and reporting to the IAC fully by 15 October 1955. If, during the
course of the survey deficiencies are revealed which require
immediate corrective action, interim reports to the IAC will be
made.
2. The ad hoc Committee shall be composed of one member
and not more than two alternates from CIA; the Department of
State; the Departments of the Army, Navy, and Air Force; the
Joint Staff; the Atomic Energy Commission; the Federal Bureau
of Investigation; and the National Security Agency. * The IAC
will designate the Chairman and Secretary.
3. The mission of the ad hoc Committee will be to survey and
evaluate the efforts of the 'US intelligence community in the field
of guided missile intelligence, to include the coverage, emphasis,
guidance, and status of coordination now existent in this field, and
submit a comprehensive report on the state of guided missile intel-
ligence in the US, and in friendly foreign powers, together with
recommendations as to IAC action. To this end the ad hoc Committee
shall survey the following areas of the guided missile intelligence
effort:
a. Requirements
b. Guidance to collectors
c. Collection efforts (covert and overt)
d. Utilization of community assets
e. Lateral flow of intelligence information
f. Intelligence research and analysis
