MEMORANDUM

Subject: Report Pursuant to IAC Directive - Reference
IAC-D-99/2, dated January 24, 1956
In accordance with paragraph 7 of the IAC directive under
reference, the Committee on International Communism submits
its report after one year of work. Preparation of this report
has been delayed, and the work of the Committee has been
interrupted, both by events abroad and by inevitable absences of
members.
The CC was directed to study the following principal problems:
a. Consider and recommend appropriate action
on matters related to:
1) National requirements and priorities.
2) Agency requirements.
3) Means of coordination to meet national
and agency requirements.
b. Consider developments in the international
Communist movement insofar as they relate to re-
quirements. "

116. The Committee shall report to the IAC at the end
of one year. This report shall contain a summary of the
Committee's accomplishments, the status of intelligence
on international Communism and recommendations as to
the future activities of the Committee."
In its July 17, 1956 interim report (IAC-D-99/3) the
Committee proposed to:
a. Complete its general survey of intelligence collection
and evaluation;
b. Prepare a report to the IAC on the results of the
general survey with suggestions for priorities and future appro-
priate action;
c. Shape its future work in accordance with the findings
and proposals of the above report.
The Commit tee has formulated and on April 8, 1957 sent
to the IAC for approval a list of Priority National Intelligence
Objectives in the Field of International Communism. It has con-
sidered at length the elaboration of specific requirements based
upon its proposed list of priorities. It has agreed that coordinated
country-by-country requirements would be helpful but is convinced
by experience gained with a pilot study of Syria that neither the
Committee nor a sub-committee is well adapted to this task. The
Committee has concluded that the existing machinery for the
formulation and laying of specific covert requirements in the field
of international Communism can, nowthat priority is established
by its previous action, be adapted to the new function and should
not be duplicated.
The Committee therefore proposes adoption of a procedure
suggested by CIA, whereby CIA will make available its schedule
on preparation of internal field directives to each Committee
member who desires to participate in formulating country-by-country
requirements. Each participating agency will then submit its country

requirements on international Communism to CIA at least 30 days
prior to the deadline. CIA, in turn,will circulate its proposed
draft requirements 15 days before the deadline and each participating
agency may then submit comments or amendments for incorpora-
tion in the final list of requirements. These consolidated require-
ments will then be sent by CIA to the Inter-Agency Priorities
Committee (IPC) for endorsement, after which they will be accepted
by CIA for covert procurement. Subject to the agreement of the
IPC, an appropriate version of these covert requirements will
then be sent for the information and general guidance of overt col-
lectors in the area concerned.
The Committee has also examined the status of intelligence on
international Communism. It has concluded that although collection
of raw intelligence and production of finished intelligence fall far
short of the ideal in scope and depth, both are reasonably close to
attainable limits at the present time. The development of coordinated
covert requirements on international Communism, as envisaged by
the Committee's proposed requirements procedure above, will
contribute, we believe, to correcting deficiencies existing in some
areas.
The Committee believes that it should remain in existence to
review the results of the requirements formulated under the proposed
procedures, and to consider future changes in the basic Priority
National Intelligence Objectives (DCID-4) in order to be able to
recommend appropriate modifications in those derived from them for
international Communism.
Recommendations:
1. That the IAC take note of this report.
2, That the IAC approve the proposed covert re giirements
coordination procedure.
3. That the IAC extend the life of the Committee indefinitely
so that it may report on progress in preparing coordinated country
requirements and recommend changes in the Priority National
Intelligence Objectives in the field of international Communism.
