The coordination state-
ment has been made more
positive. The captured
document problem is well
in hand in the ASDIC
plan where Chief, FDD
will automatically
become AD/ASDIC when
the plan is implemented.
"Service of common concern"
more correctly describes
FDD's service to the
Community.
"Exploitation" has become
a well understood term.
Pursuant to the provisions of Section 102 of
the National Security Act of 1947, as amended, and
for the purposes enunciated in paragraphs (d) and
(e) thereof, the National Security Council hereby
authorizes and directs that:
1. The Director of Central Intelligence shall

ment of foreign Iaagttage publications for use
the De artments and Agencies of the Government for
intelligence purposes, It i e4ag mWereteed *,hat

2. The Director of Central Intelligence shall
provide, as a rrAmapy Ls .5 service of
common concern, for the following; serYier-s support to
the IAC agencies:
a. 3APepar4ng and 44esemlRating The exploita-
tion of foreign language publications for intelli-
gence ur oses, e.g.,, the production of English
language excerpts, summaries, abstract:, compila-

foreign publications have
been developed whether the
publication is in a foreign
language or not. Central
index of translations is
also in being.
Strengthened the coordina-
tion statement. We now
coordinate foreign
language services with
agencies not in the intel-
ligence community.
The law says all Depts,
and Agencies will grant
access, not just intel-
ligence agencies. To
have a truly Union
Catalog of translations,
all components of the
Govt must participate,

5. An Advisory Committee on Foreign g ga
Publications shall be established to advise and
assist the Director of Central Intelligence in the
implementation of this directive. 1-to The Committee
shall be composed of representatives of the IAC
agencies., and other Departments and Agencies of
the Government will be invited to send representa-
tives to sit with the Committee on matters which
concern them. The Chairman and Secretariat of the
Committee shall be supplied the Central Intelli-
gence Agency.
