Pursuant to the provisions of Section 142 of the
National Security Act of 19t~7 and for the purpose
enunciated in paragraph d(?~) thereof, the National
Security Council hereby authorizes and directs that
the primary responsibility for the maintenance of
biographic data on foreign scientific and teehnieal~
personalities is assigned to the Central Intelligence
Agency as a service of common concern.
1. To implement this undertaking, the following
procedures are established:
a, Departmental intelligence agencies shall
,collect biographic data on foreigm scientific and
technical personalities both in accordance with
their needs and in response to requirements sub-
mitted by the Central Intelligence Agency.
b. Departmental intelligence agencies shall
forward to the Central Intelligence Agency copies
of all biographic data on foreign scientific and
technical# personalities originating within their
respective departments.
