Approved For Reuse 2004/03/23 T00400RQp300120085-8 IAC D-10,S/3 20 June 1957 Revised Draft NATIONAL SECURITY COUNCIL INTELLIGENCE DIRECTIVE NO. 3 Pursuant to the provisions of Section 102 of the National Security Act of 191i.7, as amended, and for the purposes enunciated in paragraphs (d) and (e) thereof, the National Security Council hereby authorizes and directs that the following over-all policies and objectives are established for the coordination of the production of intelligence; le In order that all facilities of the Government may be utilized to their capacity and that the responsibilities of each Department or Agency may be clearly defined in accordance with its mission, primary* interest, and capabilities, the whole field of intelligence production is divided into the following categories, and responsibilities are allocated as indicated: ao Basic Intelligence (1) Basic intelligence is that factual intelligence which results from the collation of encyclopedic information of a fundamental and more or less permanent nature which, as a result of evaluation and interpre- tation,, is determined to be the best available. (2) An outline of all basic intelligence required by the Government shall be maintained by the CIA in collaboration with the appropriate agencies. To insure the production of the basic intelligence required by the Government and the fullest possible use of current agency capabilities, changes in the outline or allocations of production and maintenance responsibilities shall be effected by agreement between the Director of Central Intelligence and the agencies concerned, (3) Basic intelligence required in the interest of national security shall be compiled and continuously maintained in National Intelligence Surveys to cover foreign countries, areas, or broad special subjects, in accordance with NIS Standard Instructions, The National Intelligence Surveys will be disseminated in such form as shall be determined by the Director of Central Intelligence and the Departments and Agencies concerned. (Li) The Director of Central Intelligence shall be responsible for coordinating production and maintenance and for accomplishing the review, publication, and dissemination of these National Intelligence Surveys and shall make such requests of the Departments and Agencies as are necessary for proper development and maintenance of the Surveys. (5) Departments or Agencies to be called on for contributions to this undertaking may include other than those represented permanently on the Current Intelligence (1) Current intelligence is that intelligence of all types and forms of imnediate interest which is usually disseminated without the delays incident to complete evaluation or interpretation. (2) The CIA and the several agencies shall produce and disseminate such current intelligence as may be necessary to meet their own internal Approved For Release 2004/03/Z3.;. Normally9 the current intelligence produced by the CIA is produced primarily to meet the needs of the president and National Security Council; in addition it serves the common needs of the interested Departments and Agencies of the Government for current intelligence which they themselves do not produce. c. Departmental Intelligence is all intelligence which any department or agency requires to execute its own mission. d. Interdepartmental Intelligence is integrated departmental intel- ligence which is required by departments and agencies of the Government for the execution of their missions but transcends the competency of a single department or agency to produce. Where appropriate, production and dissemination of interdepartmental intelligence will be carried out within the subcommittee structure of the Intelligence Advisory Committee . eo National Intelligence is all intelligence which is required for the formulation of national security policy, concerns more than one depart- ment or agency,, and transcends the exclusive competence of a single depart- ment or agency. 2. Each Department or Agency., taking full cognizance of the facilities of the other agencies,, shall maintain adequate research facilities to accomplish its departmental intelligence pro duction mission and to provide such additional intel- ligence within its field of primary interest as may be necessary to satisfy the requirements of other agencies. 3. For the purposes of intelligence production., the following division of interests, subject to refinement through a continuous program of coordination by the Director of Central Intelligence., shall serve as a general delineation of primary interests*,. # Production of intelligence on atomic energy is a responsibility of all inter- ested agencies to be carried out within the Joint Atomic Energy Intelligence Com- mittee-structure.
