Approved For Rele se 2 004/03/2?L6A-RD;82-00400R000300120090-2 V IAC D-10!/3 22 July 1957 Revised Draft NATIONAL SECURITY COUNCIL INTELLIGENCE DIRECTIVE NO. 3 COORDINATION OF INTRUIGENCE PRODUCTION Pursuant to the provisions of Section 102 of the National Security Act of 1947, as amended, and for the purposes enunciated in paragraphs (d) and (e) thereof, the National Security Council hereby authorizes and directs that the following over-all policies and objectives are established for the coordination of the production of intelligences 1. In order that all facilities of the Government may be utilized to their capacity and that the responsibilities of each Department or Agency may be clearly defined in accordance with its mission, primary interest, and capabilities, the whole field of intelligence production is divided into the following categories, and responsibilities are allocated as indicated: a. Basic Intelligence (1) Basic intelligence is that factual intelligence which results from the collation of encyclopedic information of a fundamental and more or less permanent nature which, as a result of evaluation and interpre- tation, is determined to be the best available, (2) An outline of all basic intelligence required by the Govern- ment shall be maintained by the CIA in collaboration with the appropriate agencies. This outline shall be broken down into chapters, sections, and sub-sections which shall be allocated as production and maintenance respon- sibilities to CIA and those agencies of the Government which are best qualified by reason of mission, production capability, and primary interest to assume the production and maintenance responsibility. To insure the Approved For Release 2004/03/23 : CIA-RDP82-0040OR000300120090-2 SECRET Approved For Relea42004/03/23S&2-00400R0003,120090-2 production of the basic intelligence required by the Government and the fullest possible use of current agency capabilities, changes in the out- line or allocations of production and maintenance responsibilities shall be effected by agreement between the Director of Central Intelligence and the agencies concerned. (3) Basic intelligence required in the interest of national security shall be compiled and continuously maintained-in National Intelligence Surveys to cover foreign countries, areas, or broad special subjects, in accordance with NIS Standard Instructions. The National Intelligence Surveys will be disseminated in such form as shall be deter. mined by the Director of Central Intelligence and the Departments and Agencies concerned. (4) The Director of Central Intelligence shall be responsible for coordinating production and maintenance and for accomplishing the review, publication, and dissemination of these National Intelligence Surveys and shall make such requests of the Departments and Agencies as are necessary for proper development and maintenance of the Surveys. (5) Departments or Agencies to be called on for contributions to this undertaking may include other than those represented permanently on the IAC. b. Current Intelligence (1) Current intelligence is that intelligence of all types and forms of immediate interest which is usually disseminated without the delays incident to complete evaluation or interpretation. (2) The CIA and the several Departments and Agencies shall produce and disseminate such current intelligence as may be necessary to meet Approved For Release 2004/03/23 2 CIA-RDP82-00400R000300120090-2 SECRET .Approved For Release 2004/03FE( SiRDP82-00400R000300120090-2 their own internal requirements. Normally, the current intelligence produced by the CIA is produced primarily to meet the needs of the President and National Security Council; in addition it serves the common needs of the interested Departments and Agencies of the Government for current intelligence which they themselves do not produce. However, the Departments and Agencies may contribute to the CIA current intelli- gence publications as practicable, c. ntal Intelligence is all intelligence which any depart- ment or agency requires to execute its own mission, d. Interdepartmental Intelligence is integrated departmental intelli- gence which is required by departments and agencies of the Government for the execution of their missions but transcends the 'competency of a single deparment or agency to produce. Where appropriate, production and dissemination of interdepartmental intelligence will be-carried out within the subcommittee structure of the Intelligence Advisory Committee. e. National Intelligence is all intelligence which is required for the formulation of national security policy, concerns more than one department or agency, and transcends the exclusive competence of a single department or agency. The production of national intelligence is covered in NSCID No. 1, 2. Each Department or Agency., taking full cognizance of the facilities of the other agencies., shall maintain adequate research facilities to accomplish its departmental intelligence production mission and to provide such additional intelligence within its field of primary interest as may be necessary to satisfy the requirements of other agencies. -3 Approved For Release 2004tQAq: I;T RDP82-00400R000300120090-2 Approved For Releaa2004/03/24EER 82-00400R0000120090-2 3, To insure that the capabilities of the Departments and Agencies are utilized effectively for the production of intelligence of common concern, the following division of interests, subject to refinement through a continous program of coordination and evaluation by the Director of Central Intelligence to promote an integration of effort and to avoid undesirable duplication, shall serve as a general delineation of primary responsibilities: a. The Department of State shall produce political and sociological intelligence on all countries, and economic intelligence on countries out- side the Sino-Soviet Bloc. b. The Departments of Army, Navy and Air Force shall produce army, naval, and air intelligence, respectively, including scientific, technical and economic intelligence pertinent to their departmental missions. c. The Central Intelligence Agency shall produce economic intelligence on the Sino-Soviet Bloc and scientific and technical intelligence as a service of common concern. Further, the Central Intelligence Agency may produce intelligence supplementary to that produced by other agencies, as required to support the Director of Central Intelligence in the discharge of his assigned responsibilities. d. The production of intelligence on atomic energy is a responsibility of all Departmnets and Agencies represented on the Intelligence Advisory- Committee, to be coordinated through the Joint Atomic Energy Intelligence Committee structured ), Despite the above mntioned allocations of primary production responsi- bilities, there will be areas of common or overlapping interest which will require continuing inter-agency liaison and cooperation, In the event that a requirement - !t - Approved For Release 2004/03/23 : CIA-RDP82-0040OR000300120090-2 SECRET Approved For RelQApe 200410312$&6F82-00400R0003 0120090-2 for intelligence is established for which there is no existing production capability, the Director of Central Intelligence, in consultation with the Intelligence Advisory Committee, shall determine which of the Departments and Agencies of the intelligence community can best undertake the primary responsibility as a service of common conoern. _r_ Approved For Release 2004/03/23 : CIA-RDP82-0040OR000300120090-2 SECRET
