The U,S.S.He had intended to call a conferenee of Danube river states for the
purpose ofs.ettling the queetion of navigation oil the Danube. This cenference?
which would have taken place in. Vienne in November, was to have been presided
over by Rusmia. It eould have had repreaentatives from none of the other great
powers,
the Balkans Commission does not change the
fundamental position of the U.S.S.R.? Which remains uncempromising on the fact
that the ripartae etates alone, Actors or vanqaished, should settle the Danube
question. According to the Rusaian delegatep, there evidently is no question
of reserving Osaubian commerce for the eiparian statea alone.
