in no hurry to carry out the Paris Agreement of 5 September the
leaders of the South Ti rolean Volkspartei have drawn up a f ve-

program provides for the followings

which will comprise four members of the SVP, one
representative of the South Tirolean Social Demo-

presentative from each of the three Italian politi-
cal parties and will have the following dutiess
(1) advising on all administrative
matters in the South Tirol ;
elaborating proposals for the
transfer to the promised autnomy;
preparing for the first election.
This draft program. is said to have been submitted about a week ago
to the three Italian political parties in the South Tirol and to
the South Tirolean Social Democrats for their comment.
E According to reports only the local Italian Christian Democrats
have acknowledged receipt of the program. In a letter dated 31
October 1940 they replied teat they welcomed the initiative taken
by the SVP and were giving the draft program their very careful
attention but it would have to be referred to the Party's Central
directorate in Rome before the could comment on it.
