In anticipation of a confliet with the . l o-Samn world, the Soviets are
endeaavorirg to prepare for it politioa.Uy in every field, One of the aspects
of this political preparation iaa to create utter confusion with respect to
the iatsrxaa 1 situation of the Cam, Thus, the Soviets as now attaceipting to
give a special importance to the a eparatist movements, and a BD agents
hay boon infiltrated into the leadership of these movements abroad. These
eaissearies are directed by Moscow to m Rke anew aontaets a d, to establish
alroser ties with contacts already established with the Anglo-9a is and to
represent the separatist sovexonts in the USSR as being powerttal? well=organised
and having deep roots In the county'.
Moscow's instructions are based an the following tmotorss

Because of the foregoing, goecow oonstdpra it advisable to turn this

error would be used to raise a new wave of pstriotiaa through the USSR, by
pointing up the threat to destroy the State. The last war clear23i' demonstrated
to Ste1int and hie clique that alone a aaava of patriotism (and not internationalist
slogans) is capable of insuring a 8uccaseftl conclusion to a war,
4o Tho Soviets are parleetly a its, that the threat bf an invasion by the capfte2ist
world terrifies nobody, in than USSR, an9 they iimtense majority of Soviet citizens
would live happiEyrer any capitalist;regime% Therefore, and although the
Soviet press continaea to proclaim the denger of capitalist euadre1emeztt, the
veiled aim of this propaganda is to prove Inside the country that the capitalist
sharks are capable of arWthing - even of destroying, Russia as a nation, Outsids
the USA, capitalist slogans and other marxist directives will remain In force,,
One of the manifestations of this preparation activity is the organization in
the three western zones of Gernatrq of the Anti. Bolvhavik Bloc of People (ABN),,
This bibs is the r+ctsult of an alliance between asveral groups, The Ukrainian
nationalist or*g nicstion (designated as OUR): has the loading role within the ABN.
The feeders bf OUN are mainly Galioiens and natives of Western Ukraine, who
have never been part of the Russian aommo alth, In addition to the OtTN, Bielo-
Russian, Caikaadan, Central Asiatio, and even Oossaok groups, adhere to ABN,
This grouping -csreattrs the impression of being a powerful force with vast ramifi?
cations,, Tb reality all these little drganizations are artificial, and with the
exception of ODNp havo.hb partisans on Russian soil.

7. It many DP camps Cpartict ly in Bavaria), tracts are distributed. Some of
these are in Russian* but the great majority of ABN literature is in the Ukrainian
language. In certain, carpe there are special ABN representatives. In spite of
their calculated antiveolsiievi)c nature, it is significant that these tracts commence
with the exhorttetion "Comrades" s
8. The officialby%4ord of the ABN to "Anti-Bolshevism", but its aim is to create a,
psychological situation favorable to the Soviets in case of a new world war.
9. In contact with the AB1 to another organization, "The Central i'u ropean Fedoral
Club", which has. a. center in Ramey There are representatives of this group in
Munich. The bond between the ABN and the Central European Federal Club is not
ideological but tactical, with the ABN attempting to use this organa.zationi This
will be difficult because the Ukrainian separatists (Galician) play the pre-
dominant role iii ABN, whereas to all appearances the Poles dominate the Federal.
Club.
10. In Rome the goal of the Federal Club is to. unify the political action of the
representatives of tha. , f ollt .ng peoples: Albanians Bielo~Russian, Croat,
Bulgarian awai isna Czech,, Estonian, Greek, Lithuanian, Latvian, Polish,
Serb, Slovako 3lav6ne, 'CJkiaintan, and Hungarian, The future objective of. such
an entente, achieved through; the emigres of those national groups, in to be the
creation of a "eder l State (Federation of the Peoples between the Two Seas"
Black and Balt c seas) a From the Polish point of view, Pd1and should be the
loader within such..a Federation. This is the continuation of a. Polish ideal
which-existed already before the last war.

11, The attitude of the leaders of the Federal Club is definitely anti-Comuniat,
It is certain that in this sotivity the Poles have the support of the Vatican,
and the leaders believe that sooner or later they nil have the backing of
the great Anglo-Saxon powers* The week point of the Federal Club is its
rabid Catholicism and aggressive hostility towards Orthodoxy. This gives
Stalin a valuable trump -card particularly in the Orthodox Balkan couutriese
