The following information is based on statements made shortly before 10
November 1946 by Domingo Cirici Ve nta11o o Who is employed in the Section
de inoidencias de Libertad Condiolonal (section relating to the granting
of conditional liberty to prisoners) of the Spanish Ministry of ;justice.
Domingo Cirici is the brother of etieaCirioi Vc.=nualla9 London corre-
spondent of Madrid.
2p Reportedly, the files relating to conditional liberty granted prisoners
are very disordered. Cirici mentions such irregulatities as the author'i -
zati.on of pardons to prisoners who have already been shot and the negli.-
garnee of prison directors to send papers to the Junta of Conditional
Liberty when a prisoner should be released. He cites as an example the
case of an inmate of the prison of Burgos who in spite of the fact
that he should have been released more than a year ago, is still in-
oarceerated because -the director of the Burgos prison did not send his
papers through ?i the Junta of Conditional 4berty.
So In connection with prisoners who have served their terms but are still
imprisoned because of tha failure of the authorities to traansmi : their
papers, Cirici states that he proposed a formula for the solution of
the situation to the.Director General of Prisons. However, according
to Cirici, the Director General was not interested in the proposal.
