1. The new Federation Constitutional proposals which ware pub-
lished on 24 December (Washington co=.en t: see So 2154)
have produced disappointment and disapproval. .'he dacu-
nent restorer the Sultans to pre-war status and ignores
the political interests of the non-M,talaay population
The entire Malayan Union press with the exception of the
pro-United Malays' National Organization paper, MAJUTS,
condemns the agreement as a return to the status quo. of
1941. The Chinese press calls the ag ^eement a betrayal
of non-Malay communities.
~~.. So far there is no reaction from various core unity
leaders oxcent individual condemnation. The next meeting
of the Courioi1 of Joint Action is sci:eduled for Penang
In two weeks and will. Indicate the line of action to
be taken. If CJA succeeds in rousing the non-Malay
population, communal unrest may result within the next
three month.
