meet at least three times a year at which time the policy of
the Federal Government will be explained and the views of the
rulors ascertained. Also included Is immigration policy. The
conference will appoint a staiidlrir committee of two rulers
each year to express the assent of rulers to any bill passed
by the Lag'slativo Council,
The Chief Justlce and Supreme Court judges are to be appointed
by the HiZh Com mmissloner,
