a. Three of the four sources reporting mentioned a Soviet consulate in
Tsitsihar; one source remarked that it has been there ever since the
Soviets withdrew from Manchuria. Two of the sources commented that
the Russians have concentrated themselves in the consulate area. One
source said that on3,y Russians are allowed to enter the district with-
out the permission of the consulate. One source identified
consulate as being in the old Manchurian Mining Company building.
25X1 X6 There are s 4id to be 40 to 50 White Russians in the city. Most of
them run tea shops or have dairy farms. There are a number of Soviet
ex-soldiers. Al the latter wear civilian dress. 25X1 X6

in civilian clothes whom he had previously seen in uniform.

that many of these White Russians work -for the railroad. One source
