According to source, two of the leading Berlin Social Democrats, Dr. Otto Suhr and Dr. Ilingelhbfer, are trying to win over the SPD to a new party line, involving less opposition to the Russians. They believe that the October elections demonstrated to the Russians that their policy of support- ing the SF'D and suppressing the SPD has failed. Dr. Suhr and Dr. K ingelh6fer believe that it 3s now time for the SPD to take a more conciliatory stand with regardto the Russians in order to inaugurate some sort of friendly co- operation with them. 2. The Hannover office of the SFD claims that the cooperation of the SPD with what they term a "totalitarian power" is impossible. Therefore, they plan to send a permanent delegation to live in Berlin, part of whose assignment will be to counteract the W luence of Dr. Suhr and Dr. Klingelhefer in regard to the new party line they advocate. ri i- ~` f tYl =.
