The Russians have ettempted to allay German fears in
respect. One method consists of incorporating these projects
in the Soviet enclave at Kerlahorst in such a way that it
t be affirmed or denied, at any given time, that a specific
tory belongs to the enclave
Giovanni Angers has been assigned two 'houses on the edge

surrounded by fences, but it is so arranged that the fences

translations of the second draft of the oontracts drawn
np between Dr. Meer. and Lt Col Inganeer T. G. Andreysv
Wo dates appear on these documents, 'made at Karlithorst,
and source doss not report whether or not these represent
the final arrangements between the two parties.
The following changes were rade from the first draft of
the attached Contract A (Appendix A).
The first draft was headed, 1Konstruktionabdro des
Yelkskomeissariate der Krineflotte der Sowjetunion
Karlaharst". Written on it was, 'Approved, Captain
of the Navy, Korebonov6.
b) The above-mentioned "KonstruktionsbAro stated to
be the commissioning agent; Lt Col Andreyevies not
mentioned.
