1.. There has been a rapid deterioration in the attitude of Chinese toward
American personnel in China during the last two month. This deterioration
has been very noticeable in the Tsingtao area. Effective Soviet propagande.,
skillfully spread, has been the underlying cause.
At the present time, Soviets in the Teingtao area are more active than ever
before and for the first time they appear to be forming Chinese opinion
which formerly was largely influenced by America.
