1, For some months the political sentiment had been developing which has oulmi-
nated in the present crisis of the Republican Government. The Socialists
and C!TT members precipitated the crisis by building up achrerse sentiment
towards Girfal, believing him incapable of nehieving a satisfactory. end to

Foreign influenoes, minly British, have not been lacking in this position

4. The interview with British elements was r ost important. It was the first
time that at=. officially authorized member of the British Government had
approached the Government of the Republic to investigate the possibilities
of a solution. The presence of Davies was explained by the course of the
conversation:
