' March 1947 LES 1 -1a 1&tioiaalist agents in Dairen have persuaded the captains of twelve fishing ;oats under Communist control to leave Dairen ostensibly on fishing trite 25X1 X but actually to desert to Tsingtao. By 20 January 1947 four of these vessels had=arrived in Tsingtao. The others are expected? 2. 25X1A Ten Japanese and two Soviet citizens were discovered aboard these four vessels and were taken into custody by the Tsirgtao Garrison Headquarters. The question of the registry of these fishing boats may produce a problem. The USSR may claim then. If such a claim is m de to the 'aingtso local authorities, they intend to forward it to Nanking for action. The boats are believed to be former Japanese property. If this is true. the Chinese government is within its right to confiscate the ships since they :ere within Chinese waters.
