7. Ls far as a Federal Union of Viet lam, Laos, C-,mbodia, Siam and Burma
is concerned, HO said thrt any union is feasible and useful if there is
understanding and agreenent amonE the countries. If foreign advisors
were needed by Viet Nan, e would select them from any appropriate
country, including: France.

respective peoples have enjoyed friendly relations for thousands of
