North Korean farmers had heard that the Chinese Nationalist
Government was making personal loans to Koreans in Manchuria
through the Korean Representative Group. Many farmers then
migrated to Manchuria and were disillusioned. They are dissatis-
fied with conditions in both Manchuria and North Korea and feel
insecure.
The jobless loiter in the streets in large numbers.
RHSE Sing-man's visit to Planking; caused considerable comment
in North Korea. Many Koreans felt that this visit had great
significance and that possibly the future of Korea will depend
on the results of RIM E's visit.
The Government in North Korea has recently taken severe steps
to repress political discussion among the people. Talking
"politics" on the street or on the telephone is forbidden
and heavy penalties are given to those so charged and convicted.
