June 1947 PAGES 2 SUPPLEMENT the Soviet-Estonian Government is being carried on in the manner usually employed by the Communists. That is, the highest legislative and administrative bodies in Estonia are being directed through a system of special Soviet representation. Russian representatives arrived in Estonia after the Russian occupation. Officially they do not rank at the top of the body to which they belong, but instead direst their activities from a 1wer station. The majority of the people in Estonia are not aware of the power and importance possessed by these representatives, who are thus enabled to direct the affairs of the country in relative peace and quiet without b,)ing obliged to face any expression of dissatisfaction from the local inhabitants. The "strong man" of the Soviet-Estonian Cabinet is said to be the Deputy Prime Minister K. Boitsov, a Russian Communist, representing the Party Bureau.. The Estonian Communist Party is the organization in which most power is ooncen- trsted. This party is directed by three secretaries: Nikolia Karotamm, Sazonov, a n d Kuzmin. Karotamm was born in T8stamaa, Estonia. In early c od he move to Russia where he later became a member of the Communist Party. He is a grad- uate of the Academy for Communist Agitation. When he arrived in Estonia in 1940 he was appointed Second Secretary of the Estonian Communist Party and a member of the Bureau of the Central Committee of the Party. At present Karotammn is First Secretary of the Party and main representative to the Estonian public. Sazonov and Kuzmin are both Russians who arrived in Estonia after 1944. the direct representative of the Kremlin's Politbureau and the real source of power in Soviet-Estonia is Vladimir Stepanovich Jefrtnov, a well known Communist leader of Leningrad. O i c a11y hen [e am m er 't? the Presidency of the Soviet-Estonian High Council, but in reality he is t "strong man" of the Bureau of the Central Committee of the Estonian Communist Committee Party or Party Bureau. Jefromov Is said to have held this power in Estonian Government since 1944. He started as a Party organizer of the Kirov Fa,;tory in Leningrad, proceeded to the post of secretary of the Party Committee of the Kirov District, and during the war was secretary of the Party Committee for Propaganda in Leningrad. For superior achievements in organization he was dec- orated several times during the war.
