.. fortifications and Roads
(a) A large number of German ex-Fffs, including engineer, signal, air force,
tam, and medical officers, are at present in Albania under the r,ond
of Soviet Army officers. They are employed by the Albanian autL cities
as instructors to the new Albanian Air and on the construction if
fortifications along the Greek frontier.
(b) Among other tasks in 19146, a party of six or seven German engineer offi-
cers took charge of Albanian Touth labor detachments which.me0b con-
structing strategic roads in the Scutari-Eukes district, which 1,3 all edly
to become the center of Albania . t s war industry.
(c) Another "volunteer" labor detachment run by German ex-I1 office n3 is
boil g three new bridges in the ICoritsa (Norc16) area.
(a)
"Volunteer brigades" will shortly be employed, together with German
ex s and a numbf-r of former Italtan prisoners, in modernizing all
fishing ports In the neighborhood of Corfu.
(b) The special mission of the Albanian Ministry of Communications under
Major General Semal .i (brother of the Albanian Minister in Paris)
has already completed, ? under the direction of Soviet specialist
with German help, the modernizing of some twenty small ports, i-i;..iuding
Srandt (Santi Quaranta), Lukovv, and Paljasa. These ports are -eportedly
being used to smuggle terrorists and botage ec1 nt into Gr. e.
