Chung Chang is the accepted abbreviation of the name Chinese-Changchun (Rail-
road). The Chinese-Changchun Railroad is defined in Article 1 of the Sino
Soviet Treaty of August 1945 as main trunk line of the Chinese
Eastern Railway arid the South Manchurian Railway from Mancicelito Suifenho and
from Harbin to Dairen and Port Arthur united into one railway under the name of
Chinese Changchun Railway' shall be in joint ownership....." (From Chinese
Yearbook 1944-1945.) There is some confusion because of the fact theirraW-
TErniaaria7Ka Nationalists have administrative offices for the Chung
Chang Railroad.)

1. The Chung Chang Railroad Bureau in Communist-held areas is set up to control
the railroad lines between Manohouli and Suifenho and Harbin and Dsiren
(exclusive of the portion of the lines under Nationalist control). The
Director of the bureau is a Soviet citizen by the name of Chulalar (spelling
based on Chinese phoneticisation) but the bureau is Chinese-Oommunist controlled.
2. The Northeast Railroad Bureau controls all (other) railroad lines under the
Communists east of the Nsingan Range. The Western Manchurian Railroad Bureau
eentrole all (other) railroad lines under the Communists in West eenchuria and
East Inner Mongolia.
3. The three railroad bureaus have their head offices in the same building in Harbin.
So far as is known, there is no definite formal agreement between the Soviets
and the Chinese Communists on the control of the railroads. Apparently the
Soviets have full use of all lines in Communist screen. Nothing is known about
the remuneration for such use.
