PPLEMENT
At the present -time the attitude of the Partido Communists Brasileiro (Cammunist
Party of Brazil; PCB) in the city and State of Sao Paulo contimmes to be that
of watchful waiting. The War in closing the Party as a civil society eas given
the Party some hope that it may be able to maintain some pert of its leee
exlotencee and it is, therefore, apparently avoiding giving the governmeee a
pretext for represeive measures*
i. Party leaders are not preparing any subetantial movement at this time as they
are fully aware that aey much attempts would meet with failure because or the
close surveillance by the police and the army. Consequently, the Party eas
decided to await a more favorable opportunity. In spite : f this, hoe, the
