1. After the Administration of Agitation and Propaganda (Agitprop), the Seventh
Administration (Upracrlenie) is the largest of the various administrations in
the Chief Political Administration (GPU) of the Soviet Arnn?.
The operational abbreviation for this section is "GPU - 70. The full name is
"Administration fo the Demoralization of Ener.: r Troops" (Upravienie po rabote
aredi armii 5ois$ / protivnika.). The fall new is rarely used, and then only
in orders for off (.-er personnel.

a) Organization Of apolitical intelli'ance in the enemy array throwth dis-
patched a'rant O and rith the help of rarnanent (long-range) CP agents.
b) Political indoctrination of the enorr arty throu^th nets of ?tgitator-
pronaqindiets of this CP and throuth active re hods, such as radio,
nezrspapers, aerial leaflets.
Creation of nets of active agitators in the fortrard 1inect lotxdsp3aker-
eciuipped officers and soldiers from reconnaissanoe units.

Swenth Section in =rectors and instriiotors train their non-T/O helpers from
anong Communists of nilita.ry units. Ordinarily these helpers are in recon-
naissance units and carry out special tasks. For example: a) the co m4ander
of a reconnaissance unit gets in touch tiith a 7th Section agent in an opposing
enerw formation; b) the commander of a front-line unit provides protection
and safe. passace throunh the line for 7th Section: agents, etc.
