The Aust Revolution restored rossessien of the country to the Natice, gave
liberty to the People, and crated a remecratic ReTublic. After EC
ceaseleee struggle, the People of Vietnam have succeeded in breaking lie yoke
of colonialism, and at the sane time abolishing the regime of royalty and the
mandarinate. Now the duty of the Pecrle is to safeguard the Land, to regain
complete ireerendence for the Country, and to reconstruct it upon a, reecratic
basis.
The People's Assembly, havinr been entrusted by the People with the t of

The Duties and Rights of the Citizens

in accordance with their individual talents and character.
