1. In the office of Joko Jancic, member of the Communist party is the Yugo s av
Legation,, Charge d' ff'air Chahinpatohitch (Shahinpasic?) was questioned
by the officials of the Legation about the Marshall plan. C aahinpatchitch
is reported to have declared the following:
a. The economic plan of Marshall signifies on the one side the imperialism
of the dollar of capitalistic America, 'and on the other side the creation
of an anti-communist bloc.
b. We have always said that we do not want a war, because the people have
shown a great comprehension for our ideology after this war, and we
hoped to obtain the necessary change in the world by passive r:ans and
an evolution. Yet the resistance of the capitalistic countrle.;,which is
beginning to rise, would easily lead no to another war.
c. We do not want to lose our actual position in the world, which we have
conquered during this war with so much effort and have paid for with
so many sacra fices in men and material. Consequently a war is very possible
at present and we have to be prepared to all possibilities.
d. Our five year plan for the reconstruction of the country is ba.:ad on the
possibilities of a war in the near future, and we are sure tha.-, we will
not be caught unaware, even if the war does break out before tl..e time.
e. Realization 'of the Balkan Confederation is very near. In recent days the
Last points of the constitution of the Balkan Confederation wea.e drawn,
f. The Confederation will comprise Yugoslavia, Albania, Bulgaria and later,
democratic Greece.
Jancic was asked about the diplomatic representation of the new CouTederation
abroad. It was Chahinpatchitch who replied as follows..
a. Every country which is aa. member of. the Balkan confederation, will have its
own diplomatic representation and its own delegates in the United Nations.
Each of those countries will. have its own ministry of Foreign Affairs, its
ministry of National. Defense and Aay
Organs of central of this Confederation will have to watch the
coordinat IV l , economic and cultural life of these countries.

At usual weekly meeting ~.8 July) in the Cairo Yugoslav Legation,
Janchenko and Chahinpatchitch were discussing Greed and the Marshall plan.
Janchenko said:
a. We will continue to fight in Greece until the final victory,which we
are convinced will come soon. Operations which have just begun were
well prepared by us. You know very well that we have concentrated
some hundred thousand militant volunteers on the Greek borders. (He
said the Russian word: "Stotisjateh").
b. we foresee two stages in our operations. In the first stage .;mall detach--
rnents will be engaged on a wide front which will aim at scattering and
destroying the Greek Ariy, forcing it to engage all its reserves. The
second stage should begin by the and of August or September. In this
stage we will engage the bull: of our reserves, which will at this time
be much superior to Greek reserves, to execute and attack. This will
completely isolate the land east of Salonika. At the same the we will
make another attack to conquer ryJM"; These conquests are necessary for
our further operations in the direction of the capital and also for
reinforcing ourtroops by our partisans in t; it :who are quite numerous.
.During the second stage we also foresee a diversion in Pelopo:7nesus.
,, a are very satisfied with the good morale of our fighting pa-. tiszr s
in the Greek struggle.
c. Beside our parties in Eastern Europe, a large number of volunteers was
furnished by the French and Italian Communist parties. With the help of
the 'French Communist Party we have mobilized veterans who have distin-
guished themselves in the Spanish Civil War, and they have su =;lied us also
with neterogeneois units. 1e are pleased with the men of Thorez in France.
d. The French Communist Party will have to begin fighting in spa: _ , when the
time comes. It will be a fight of vengeance and the role of V e French
Communist Party will be similar to this of your pa:'ty.

e. We are very satisfied with the course of events in Paris at tIs confer-
ence concerning the fauous i,~arshall plan. Those facts give us one more
reason to accelerate the establishment of ''detaocra`yic" regimes in Eastern
Europe. Tie hope that the reactionary elements, which still exist in these
countries, will be definitely eliminated by the end of this year. It is
then that vie will give our answer to 1 arshall, after the proclamation of
the Union of all the countries of Eastern Europe with USSR.
f. Czechoslovakia and especially Austria cause a lot of anxiety. in Czech-
oslovakia the reactionary elements oppose us openly and they rte rein-
forcing their position. As soon as our task is finished in iILzgary, we
will work more actively in Czechoslovakia. have a lot of confidence in
Gotwald, and we hope that, like others, he will prove to be capable for
the task. We will, however, have to reinforce him. It seems that Austria
will become another Greece for us.
g. You can all be sure of USSR help which will go to the extreme in this
question. Vie think that we have already given enough concess. ins to the
American capitalists. Actually we are waiting for the end of the harvest,
and then we will be prepared to any eventuality.
