The military plane for the A dar es are reported to have been formulated ,
by the 19X1 General Staff and the Higher Military Council of thn soviet
Union.
2. The Higher Military Council will be responsible for the security of the
frontiers against foreign attao. The Council and the Soviet Union will
also assume the responsibility of providing the "Democratic Artgy" with
sufficient volunteers to impede any possible attack from the Tt s and
to dispatch adequate motorized or armored forces vie the Bulgarian frontier
in the event of attack. These forces would- carry Greek flags and the
emblem of the "Democratic Army" and would assist the volwiteer troops.
B. PrecaxAions will also be taken for adequate and prompt action in the event
of foreign intervention by landings on the Bulgarian coast. via the Black
Bea. Defense measures will also be undertaken at the harbors of Varna and
Burgas.
