Continue the strikes; Send no information regarding activities, conferences, movements of Miners, etc,, over state telegraph; c. Incite the Indiens, of whom there are approximately 200,000 who will back the Mild. and the miners; Continue every form of resistance possible against President Hertzog and his government; e. Secure all arms available with the aid of military-sources. 2. This "collaboration," it was pointed out in a letter from Paz Estenssoro to Florentine Quiros, Secretary General of the Union Sindical de Trabajadores Fabrilea, and Tian Lechin, head of the Federacion Sindical de Trabajadores Mineros de Bolivia, would mean the freeing of the miners from the shackles of the present goverment and place t' in a position, in the very nearfuture, to receive justice, liberty, and power, under the guidance of the Mates, The letter further stated that this (mean 3ng the complete collaboration) must be done to insure success, and that all the miners must be ready to combine their forces and strike when, the Moment cones. 3 The "united front" plan of Quiroz's, together with his desire to unite all workers of Bolivia in a common front against Comnrwnism, is reported to have come directly from Paz Estenssoro via Ruben Julio and Luis Penaloza, and is all part of MNR's plan to gather sufficient support and force to insure a successful, overthrow of the present governnms nt.
