1. On 10. September 1947 the Chinese Communist Political Section ( in Harbin ?)
issued a ' Cammmni.cations Blockade Order." The order covers the following
poi?ats:
(a) All persons entering from t ationa1.ist territory are to be arrested
:and taken to the nearess po:l.litical. office fbr investigation.
h) Any Corimunist having bw-iness in Nationalist areas r u: st obtain a
permit sized by an official who ranks higher than i ambers of the
provincial j : vernment before leaving Cosmuniat territory.
(c) Particular attention is to be paid to routes going through the
towns of Shu ..an (126.48, /s4 21),, Wuchiachan (125-41, 44-59)., Wangfu
(125-61, 44-54)g Wukoshu (26-O9 4 47)., Taolaichac (125.55, 44 51)
and Chiagaan (124-32., 44-25).
2. The reasons for the order are as follo!.is:
(a) Defense agaiAst the Nationalists must be established,
(b) Preparations for the Sixth Offensive must be made. and secrecy
regarding movement of C o t uiist troops must be maintained,
The Communists wish to prevent people from going over to the
Nationalists
.
(d) The Penetration of Nationalist agents must be stopped.
(e) Because the Chinese Comrivanists have recently established better
liaison mitt: the Soviets they have been able to secure from Soviet
territory a number of former &.&antung; A- Ail personnel as reinforce-
ments. Then. prisoners of rear ere coming into Chinese CommM- Ist .
