lc. The interpretation which Swedish Government officials place upon the
failure of the Finnish Communist Party to send a representative to the
international Communist meeting of late September in Poland has been
reported by source. Thew officials have explained privately that they
believe tha Finnish Com>auniat Party is determined to maintain the illusion
of being free from Soviet control. That Party, it is reported; has for
this reason abstained from the international meeting. intending to receive
Moscowvs instructions by other means,
Finnish Communist Party to adopt this strategy,,

oast parties of the other Scandinavian countries is believed further-
more to be promoted by the fact that the U.S.S.R. maintains troops in
