Until fairly recently, matters concerning the military set-upetne the guerrillas have been the chief preoccupation of the Spanish Commenist Party. Now, however, the conquest of the Union General de Trabajadores has become the main objective of the Party. 2. The Communists lack cadres inside Spain, and the resistance groups complain frequently of the lack of political directives. Nevertheless, the orders now being given to Party workers are to dedicate all their efforts to capturing the trade-union organization, And to conduct themselvek as best as they can in political matters. The subordination of the UGT is a step on the road to the Party's final objective, the provocation of a general strike. To this end, an attempt is being made to sot up factory and shop committees in important factories, to direct the fight end execute orders. Some important results already have been achieved. 25X1A2g 3. The Communists have ordered the Spaniards who are now in Russia and in Central &trone. to come to France. (This order was previously reported in ) The majority of these Spaniards are young peeple who went to those countries as childree and who have become engineere, teachers and specialized workers. The plan is to train thea for the trade-union project and also to use them, if occasion arises, in sabotage work. These technicians have been qualifying themselves for technical- industrial and ecuaosic wait in a normal world situation, but at present they are being compelled to train for purely trade-union tasks. The Communists are attempting to charter small boats to smuggle the needed arms into Spain. Gil Teloso, Artillery Cal)tain, makes frequent trips inside Spain and is in contact with the guerrillas, who recently have not functioned to the Complete satisfaction of the leaders. It is complained that undesirable elements have infiltrated them, which give them at times the aspect of bandit groups. The guerrillas complain, in their turn, that they do not receive orders. The directorate of the guerrillas is thinking of using small radio transmitters which until now they have not been able to use for lack of technical personnel and because of the danger. that the apparatus would be localized by the Spanish authorities. The Communists are training the guerrillas not only to fight against Franco, out also for any subsequent contingency. 6. Recently there has been increased action against the guerrillas by the Spanish authorities, in the attempt to isolate the various groups and to reduce their sphere of activity. Indications are that the guerrillas are preparing to increase the intensity of their activity next siring, 7. The Communists also are in touch with some military men in the Spanish army. For the moment the oojective is not to incite them to revolt, but rather to neutralize them and to attempt to convince them tha.4 the Communists are not as much to be feared as the Regime's Propaganda indicates. Some, officers and non-commissioned officers are being el.,roached, but the extent of this activity is not known. The guerrilla activities are carried on independently of the Propaganda work among the Franco military men.
