delivered to the Russian Sector of Berlin from the Fus Sian Zone
I request you to arrange:
a) The heads of departments of the Central Administration
are in the future to designate only the Berlin Hq. as
the consignee for materials assigned to the Russian
Sector of Berlin by the dr str:tbution plan.
b) Provincial governments are to issue delivery orders for

RE : Issuance of Delivery Orders
for the City of Berlin
The chief of garrison and military commander of the Russian Sector
of Berlin wrote me on 23 inst. the following:
a) The heads of departments of the Central Administration
are in the future to designate only the.Berlin Hq. as
the consignee for materials assigned to the Russian
Sector of Berlin by the distribution plan.
b) Provincial governments are to issue delivery orders for
material going to the city of Berlin according to the
distribution plan only to firms which can present a
certificate from the Central H4. of the Russian Sector
of Berlin.
I draw special attention to point b) which says that the state
governments are to issue delivery orders for Berlin only to
such firms as are authorized by the Central Hq. for the Russian
Sector of Berlin.
To avoid mistakes I beg you to observe that this order from the
Central Hq. does not affect deliveries from the reserve of the
Central Administration of Industry to certain central'customers
who are located partly in Berlin.
