Note: While there have been many changes in the govtirnmental form
o the nese Communist?c 3atrol.l.ed areas, the Chinese Communist party has
retained the same Party Eeg.alations (Constitution) for many years, Although
fundamentally the Party Re..ulations remain the same as those passed a.n 1928,
several changes are evidez:crd in the 1945 Regulations presented below.
In January 1947 the China. dblii;hing Society (` l t A,,t) published a
book, Report on the Revisa>:i Com unist Part Re Cations ( 1~ g C 7 )
written by LIU Shao.ch t i (1 This book was "distrihded by the
Overseas Distribution Age c ( ;c$ ' ^` I Y), Room #10, 2nd Floor 33
Queen's Road, Central., Hong!--,on g~'? In this publication LIU Shao?ch'i Presents
the Party Regulations (as sey appear below) and discusses, amplifies,, a plaids
and propagandizes the l .gat. Lions for the '"understanding of the .masses. "
For the information and use of the reader the basic structure of the Chinese
Communist Paatyy.(Attaeh:uenY 1) and a Glossary (Attachment II) of the terms
used An the Regulations are presented at the and of this report.
The Regulations presented bsll,ow were adopted by the Seventh National Party
Congress of the Chinese Cossz,:unist Party on 11 June 1945. According to Article
29, "the National Party Conc_;ress shall usually be in session once in every
three yearsrw."; according '.o Article, 30, it is the right and duty of' the
National Party Congress "'o decide and to amend Party provisions and Party
