I. Chinese Communist authorities in Manchuria have made a secret agres K nt with
the USSR whereby the Soviets will be allowed to exploit for five years the
forested area between the Stiffen River (131-43) and Chiamussu (],30-21y 4649),

In return the Soviets agreed to turn over to the Chinese Communist Northeast
Railway Bureau all factories along the Chinese Changchun railroad plus all sup-
plies and equipmsut belonging to that railroad which were left behind by the
Japanese..

b. The Hua Yuan Automobile Repair P).ant, Nan Kanp, Harbin, in early August 1947.
c. Tent Factory #36, Tao Li, Harbin.
