1. Tension between the MAO Tse-tung Clique' and the LI Li-san Clique is increasing
in Cb1& esu. Cohtrol of the political orga;,~ization s and the far.mcr and :labor
groups in the area was once almost wholly in the hands of, members of the North--
rest Politburo - (The MAA Tse-tung Clique). Recently the Far East ?olitbiur 0
has sent a large number of people into the area; several of these people have
received training in the USSR,

3 On 16 February 1948,. six persons including BAD lieu-hsia ( 1 ?), former
commanding general of the 7th Military District during the Manchukuo era,, arrived
at Chiamussu by air. They were welcomed at the airfield by FANG Chliang;

officially announced that the pt-rpose of HAO's visit was to establish better
liaison relations with Chiamussu officials., The real pur pose of the visit was
to line up support for the establishment of an independent autonomous government
in the Northeast. HAO's visit was condemned by the MAO Tse-tung group and

When RAO left Chiamussu the only official to see his off was CHANG Too -fan..
According to local newspaper accounts, HAO is a native of Fengchengllsien (324.05,
40-28),, Ire 1933 he became commander of the "Demonstrating and Training Detachment"
under Kanchukuo officials; in 1940 he became head of the general staff section
