At the beginni?g of 1945, Dr. S. Skrzeezewski (PPR) was appointed the
first Minister of Education of the Communist regime in Poland. Sub-
sequ.enli1y> he became Ambassador to France and is now nga.in the frinieter of
Ficiucat1.on.
2. The Head of the Department of Higher Schools in 1945 was Professor Henryk
Raabe.I In August of that year, he was appointed Ambp.ssador to the USSR,
which office he held until August 1946. He is now the Rector of the Marie
Curie--4klocdoweka University at Lublin.
In order to organize the higher schools, the Ministry of Eduction called

appointed to do 'the organizing. Two specific cases in point wares

technical higher schools. He is a member of PPR.
4, when t!}e higher schools were organized in 1945/1946, a Council of Higher
Schools (]dada Sokol Wyzazych) was formed with W'lodzimier Sokol ski at its
h?aa. 'de was formerly a village tea:her and becFme a colonel., a member of
the SeJm, and Secretary of the Central Committee of Trades Unions and was
oeeorat,rd with the order of Lenin. He had the power to cancel the direct
autonomy of higher schools.
5. Jleetigr;q to the office of rector were carried out on pre-war lines,, tlut, if
Sokorslci did not like the candidate selectee., the appointment was given to
another. For instanice, in 1947 at Gliwice: Polytecr.nic the rector was elected
by ~weiity votes against two, but, 8okorski canceled. ti;e elec?:yc and appointed
Professor W. Kuczewski instead.
6. All ai,po4ntovi0,s to professorships, on the recommendation of Sokorski, had
to pass tl rough the Council of higher Schools for submission to the
klinistr?-, of Education. The rulings of the Council on eppoin ment:s were
held to` be final.

1. %he Council of Higher Schools was composed of higher school delegates
proposed by Sokorski and elected b,!- academic senates. The task of the
Crunc1l is to keep control on the political line in higher education.
8. The above represents the state of affairs eyisting until 28'0ctober 1947,
when the National State Council issued a new decree fot re'or,ganizat,ion
and tbp Chief Council for Science and Higher Education was formed. Dr.
S.,.8kazeszewatci' Jecame the Chairman of the Presidium of the Chief Council,
and Iodzimier yokorski one of the advisers. Thus these two men still
control the universities and keep them subservient to Party policy and orders.
