Chungenang Railway Administration; four Soviet directors of the Chungchang
L- Railway Administration; and 14 Chinese Communists. It was resolved that
portion of the capital would be advanced by the USSR, and that Soviet
advisers would be engaged in opening and operating the mines, The Initial
work will be superintended by Soviet laborers.
1. On 3 January 1948 the first session of a conference concerned 4 ith the
