MISTED BELOW) SUPPLEMENT TO REPORT NO. 1. The .Ecuadoran Coamiunist Party scheduled a conference of all the units in the Guayaquil area on 5, 6, and 7 August 1948. The purpose of this conference was to gather reports f~roi the local cells; to act upon resolutions and to formulate a pain of action for the next session. of the Ecuadoran. Congress in Quito; and to elect new officers for the Local Cor -ittee, as well as to swear in now members. 2. Each cell. designated two ~lelegatos and two alternates to the conference. these individuals were chockod by Party chiefs before the opening of the sessions. The cells were instructed to elect their most vigorous, discreet, and militant nembers to represent them. 3. The following rules ggvo~r-t l the conference: a. t_iembers of the conference had to 'ae either delegates of the base organisr-s (cells of the barrios or industrial plants) in Guayaquil, or deletes and mar..ibers of the Roional and Local Cam ?itteea. b. The Directorate of the conference consisted of a president and a vice president, elected by the members. The Local Corr.ittee Iles i gnats_l the personnel of the Secreatariat. a. Leaders of cells ? nd factions presented their corres- ponding, plans and resolutions for aprrcial of the conference. d. Berbers of the conference were able to intervene in the debates, once they received permission from the presiding president of the meeting. All debates wore limited to fbive minutes, unless an extension was granted by the president. Voting was individual, and the deletes voted orally.
