1. Dr, Camilo Barcia Trel.es of the University of Santiago de Compostela,
Spain, is now in Buenos Aires to deliver a series of lectures at, the
Faeultad de Dercho y Ciencias Sociales. Dr. Barcia as contracted by
the Argentine Nationalist leader., Dr. Jose Maria de la Rosa. to discuss
"North American Isolationism",, "The Charter of the United Nations",, and
"The Islas r.Malvin as". He is being paid 500 pesos for each lecture in
addition to all traveling expenses,
Introduced at his first lecture by Luciano M'M, Moreno Quintana, Dr. farcia
expounded the virtues of Hispanic unity, praised .Argentina f s international
policy and its United Nations representative, Dr. Arco, and attacked the
United States. He declared that the United States has not abandoned its
pre-nw e isolationist policy and that the Charter of the United Nations,
which was based on the dictates of the United States? is incapable of
dealing with the world situation in accordance with true international law,
