1. The SED has been inforned by the Soviets that they t-d1l agree to nothing in
i,oscow; that the "Jestorn Pothers riust eventually capitu3ate.
2. The talks are being prolonged only to allota the Soviets to take all necessary
roasures to control the whole of Berlin.
3. The Soviets believe that by prolonhing the. Ioscow talks they will vea?.on the
resistance of the Berlin population and undermine the authority of the Uestern
Powers. It will then be possible to create disturbances, in the tr'eatern sectors.
