Sergei Leonodovich Tikhvii,sky,,So?riet Consul General for Peiping, arrived in Uukden on 11 July and wa:' met by i.2 V. Almazov, head of Torgpredstvo in Mukden, and M. K. Uegtev of Churin and Company. Tikhvinsky stayer at Almazov's house while he was in Likden. On the same day of his arrival Tikhvinsky conferred with P. G. Kostenetsky, heat of the Soviet Citizens' Association, and Khristalov (full rlome unknown), rr nager of Da.lbank. He also visited the Churin department sto3e. The follovri-gig day he spent in a series of conferences with local Soviet pol:.tical leaders ai4 prominent Soviet citizens. On 13 July, Tikhvinsky officially '.-alled on the vzrious consulates and on Geieral WE I Li--huang, 2. At 6:00 p.m. on 13 Ju.t,r, Tikhvinsky addiossed a general meeting of the Soviet Citizens' Association which was attended by about 200 members. He said that he had been instruct,'d to inspect the li,,ing conditions of the Llukden Soviet community and th::.t r.Lthough he w s deep";y sympathetic with those who had suffered under the lifficult living cor:dit-ions, limited transportation facilities would prevent repatriation'.'rom Mukden in 1948. He advised the Mukden Soviet citizens to remain in Nlu.l:den until the Soviet authorities could determine the bes' action to take in t:ieir behalf. He invited periodic reports on conditions in Liukden with, suggestions for their improves ent. He closed his speech with i promise to appeal tc the Soviet authorities for relief as soon as he retureu to Peiping. 3.
