Industries and commerce are prospering there, and large companies such as Yi Fah Chung ( A'ft 4~z "3 ), Tai Chin Chang ( ) and Jui Hsiang (j#p 4 - ) are a lowed to conduct their own affairs freely within the limits set by the Chinese Communists in their economic control regulations. -Factories formerly owned by the Japanese, such as the starch mill, paper mill and fish cannery (which cans fish caught in the Sunghua River), have been reopened by the Chinese Communists. Products from these factories, except what is needed locally, are shipped to Siberia. Harbin 2.. Hefore their surrender, the Japanese had planned to build four dams for the Chingpo Lake (128-,43-) power plant. Un 15 august 1945 the construction was two-thirds con Ipleti:d.
