The present (June 1948) population of Chiamussu (130-21,46?49) is over 200,00
persons. Industries and commerce are prospering there, and large companies
such as Yi Fah Chung ( A'ft 4~z "3 ), Tai Chin Chang ( ) and
Jui Hsiang (j#p 4 - ) are a lowed to conduct their own affairs freely within
the limits set by the Chinese Communists in their economic control regulations.
-Factories formerly owned by the Japanese, such as the starch mill, paper mill
and fish cannery (which cans fish caught in the Sunghua River), have been
reopened by the Chinese Communists. Products from these factories, except
what is needed locally, are shipped to Siberia.

2.. Hefore their surrender, the Japanese had planned to build four dams for the
Chingpo Lake (128-,43-) power plant. Un 15 august 1945 the construction was
two-thirds con Ipleti:d. In mid--,august 1946 a Japanese engineer named ITO
(lp -) was ordered by Chinese Communist authorities to complete the con-
struction. iiy 3. June 194t the work was almost finished and a trial, planned.
The electric power supplied by all four dams will meet the needs of all of the
factories in North Lanchuria and of the residence areas along the Sungari
River. Harbin is now supplied with electric power from the fisiaofengman
power plant, which went into operation on 15 April 1948 (F-2),
3. Seventy percent of the capital of the Chung Tung ( `' ) Oil Company is
from Soviet interests. Soviet interests have put up ,p400,000 of the
4500,000 capital of the Jhung Hsing (t r~.\ ) Company, and the majority
of the company's administrative personnel are Soviet citizens.
