1. Some slight amendments wetemade by the Constitution Committee at the meet-
ing held on 27 September 1948. The draft constitution is now approved and
is being printed at Leipzig.
2. The Volksxat is to be convoked on 1 October 1943 to approve the constitution.
Towards the end of October the Volkarat will request the Volkskongress to
ratify it.
3. The ori, niaal r1an uas for the Volkskongressthen.to rectify the Volta-:-at as
the' goverment and at the same tame to request the S:'A to give its arproval
for the establishrent of the German Republic.
4. Tyulpanov has nov decided, howav:r, that the Peasant's Party and the National
Democratic Party rust be represented in the Volksrt but that the total repre-
sentation meet not exceed 400 members. This ray necessitate an "election" and
has caused annoyance to the SLED.
5. Decla Lion of the eastern German Independent state has now been :et for Janu-
ary 1949, Otto Grotewohl *.ai11 be the first minister-president, .
