1- The Syrian Government has issued orders that all arms which are not licensed
&&"= nt must be surrendered under penalty of punishment, 25X1 X6
reason for this order is that the Syrian Government 25X1 X6
concerned about the possibility of armed opposition because of goverrunen
internal policies and lack of success in the Palestinian war.
2m Although many Syrian leaders and`tribesman have ignored this order, a
number of people have sold their arms to various arms smugglers, such 25X1 X6
as Muhammad. Shawl, Khalid Sha_llaq, and Muhammad Shaykh, who are from
Damascus; and to Sand-al4i3n Hamadan Shatil a, Yusuf 'Antar and Abu
Afif Ba+daranl of Beiruta These men smuggle the arms into Lebanon and
sell them only to Moslems and Druzesry these arrza
will not be sold to Chrirstians,, regardless, a price offeredn

Beirut,, under the supervision of Shatilla and sAntaro
