1. There are no Chinese Communist or Soviet tray troops in Harbin.

2. There are about 2330 railroad police in Harbin belonging to the Soviet irmy.
These are organized according to the Soviet system and their uniforms,
tanks, etc., follow the ;ioviet pattern. They are equipped for ground
fighting and for defensive operations against air raids. 25X1A6a

Comraknist soldiers in Harbin and that police and irregular units have
replaced any regular troops which were in the city. r'revious reports have
indicated a larger number of Soviet railroad troops (or "police") in

leave, but the figure above is believed to be more nearly correct.)
